In Russia a new dog tax has been introduced. Inspectors are dispatched in search of defaulters. Raisa is the best in the city; she loves her job. But it creates a professional imbalance and prevents her from leading a good private life. Psychoanalysis, hypnosis, and special respiratory techniques do not help.
